BF3 stuck at 59.94Hz in Windows 8

I'm facing a weird problem here. I just installed BF3 on windows 8 (previously I was using Win 7).
Now I'm unable to select 60Hz refresh rate in game settings. Max available to me is 1920x1080@59.94, I know most of you will say that it is same as 60Hz but this causes black screen and delays when I alt+tab the game, because my desktop is running @60Hz. Does anybody know a fix to solve this? It was fine when I was using Win 7.

Rsolution: 1920x1080@60Hz
GPU: EVGA 660Ti SC
Drivers: 310.90
OS: Win 8

Possible fixes I have tried:
Updating DirectX
Installed every version of VC 2005,2008,2010 (both x86 and x64)
Nothing worked so far and here I'm hoping that it may get solved here.

Mine says the same thing. 1920x1080 @59.94 Hz. I did have an issue where the screen would flash to black and then come right back on. To fix, all you have to do is reset the resolution in game. So just switch it to something else and then switch it back. Doing that cleared the black screen issue up for me, but the refresh rate is still at 59.94Hz, which in all seriousness doesn't matter.

I tried your solution but it didn't work. I know 59.94 doesn't matter at all but alt+tab is quite annoying with this 3-4 sec black screen.
I'm also playing Far Cry III on same system and it is working fine and I can minimize without any kind of lag/black screen. Is there any other workaround?

I didn't get the question properly but I think you are asking if it runs in full screen mode so yes it is running in full screen mode like all other games...

i think what nukemaster means is..

try run the game in windowed mode but set the window resolution as same as your monitor resolution.... (fake full screen)

it appear full screen but it actually windowed mode...

 
Yeah, what rdc85 says. They have it on SC2 and it prevents users from sitting at a black screen when alt tabbing back into the game. In fact you can have programs open right in front of the game.

They actually called it windowed full screen or something.

It says you get a slight performance hit, but I run as many games as I can this way(not the above link, just in game settings that support it.) :)
