Building a PC for parents

Hey guys need some help here.

I m trying to build a computer for my parents, something cheap but able to run smooth for most application. I live in Canada so some of the components are a bit more expensive than the states. Heres what I have atm. Please comment and critique.

8gb Mushkin 1333 36 36

I am unsure able psu atm, and I am leaving out HDD and case since the price for HDD is crazy due to the flood.

Edit: Sorry didn't realize I didn't add what they will likely be doing on the computer. They will be surfing the web, MS office, some but not a lot of photo editing on Lightroom or PS.
