Power supply won't start

Hello,

I'm trying to use an ATX power supply as a +12V DC power supply but can't seem to have it power up.
I did shunt the green and black wires and I have a load on +12V and +5V (8ohms resistor and fan) but the PS will just start for 3 seconds and then stop...

Any hints of how to make it work?

Bad PSU? Capacitor not holding charge? Thermal link shutting down? Too much load on the circuits?
