Cannot boot machine from Hard disk or DVD

Hello everyone

Basically, I'm having some trouble with my computer. I download TF2 from Steam earlier on, and came back to find that my machine had blue screened. It said that the computer had to close, and that if the problem persists I should boot up into safe mode. The problem did persist.

When I turn the machine on, everything runs fine up to the "Starting Windows" screen. The machine then automatically reboots. I have tried safe mode and this does not work. I have also tried to reinstall the operating system from the disk, but it loads the Windows files and then restarts the machine.

Here is the spec for my computer:

AMD Phenom II X4 955 BE
Nvidia Geforce 9600 GT
2x4GB of Ripjaw RAM
Windows 7 Home Premium 64-bit
Gigabyte GA-970a-UD3 motherboard

I have a feeling the problem could be on a hardware level due to the fact that I cannot boot up from anything.

Any help would be greatly appreciated.

Do you have access to another computer so that you can download and burn a CD to run diagnostics on your hard drive?

Yes I have. How can I create one of these disks?

What is the model? Seagate, WD have programs to download.

Download, burn to disk then make sure BIOS is set with CD ROM as 1st boot device. Place CD in and
turn on computer; then just follow instructions.

I've tried putting my hard drive into a spare machine and it's working fine. Any other suggestions?
