1600MHz only running at 800MHz?

This is what speccy says -

RAM
8.00 GB Dual-Channel DDR3 @ 798MHz (11-11-11-28)

I have

G.SKILL Ripjaws X 8GB (2x4GB) DDR3 1600 (PC3 12800)

Check with cpuz if it shows dram frequency as 800MHz then it is running at 1600MHz. You need to multiply it by 2. Also the frequency is never exactly what it states.
