Hello, how do i run elevated command promt

right click the cmd.exe and "run as administrator"

That will ONLY work if you are in an Administrator account...

From either the Start screen or the desktop press WinKey+X

Select "Command Prompt (Admin)" from the Power User Menu that appears

And no you don't have to be logged on as an admin as it will prompt you to supply administrator credentials if you are logged on as a standard user, same way as 7 did.
