New computer build won't start

I am building a new workstation and have a strange issue. When the power supply is set to 115 volts the computer will start, run for a few seconds, then reboot. Also the fans run very slowely.

If I set it to 230 volts, the fans run well but it will not get video, bios or anything. It just sits there doing nothing. No beeps or anything.

I tried 2 different 600w power supplies and I know the CPU is good. Could it be the motherboard, ot even stranger the case?

it is an i5 2500 and a Gigabyte GA-Z68A-D3H. The case is a cooler Master 430 black.

What country are you in? Don't change the psu voltage from what it is getting :p

Sounds like you have a bad stick of ram if you are getting a reboot cycle. What ram do you have in it? Try one stick at a time and see if you can get it to post or make sure that the ram is fully inserted into your motherboard.
