  1. Nope, that computer is way to slow to play GTA:4 at any settings.
  2. Yeah, unfortunately, that PC barely meets the minimum required specs to run the game, which means with everything turned down to bare minimum, it's still not going to play very smoothly.
  3. You cannot play that game without lag on your system even if you run it at the absolute lowest settings. If you want to play that game you should do the following.

    1) add an aftermarket cooler and overclock your CPU. At least get it to 2.8Ghz. Follow an overclocking guide

    2) Upgrade your RAM to 4GB of 1066 RAM.

    3) Upgrade your video card to at least a Radeon 5750 or a GTS 450.
  4. Of course the cheapest option for you to play GTA 4 is to get a used XBox 360 from gamestop and get the xbox version :D
  5. Try setting everything to the lowest possible settings.

There is no such thing as "lag free" even in a high end system for GTA 4. I am currently experiencing mouse lag in my game. Based on several posts mouse lag tends to appear over time.
