it says only 3.85GB is usable in 4GB RAM !!! can we alter it? i mean, can increase that usable memory???

No you can not. Some memory is always set aside for the necessary services that allow your OS to run. This being the case, your usable memory will always be less than the amount of RAM actually provided by the memory modules you have installed.
