AMD 1055T wierd clock issues

Hi everyone, still kinda new to pc's but i have 1055T thuban cpu with a asrock 990fx am3+ board and i am getting some wierd clock speed and multiplier issues :(

In speccy i get:
Core speed 2793.9Mhz
x4.0 multiplier
bus speed 199.6Mhz


BUT

In AMD overdirve i get:
Core speed 798.23Mhz-2195.21Mhz
multiplier x4.0 up to x11.0

it's confusing the hell out of me and can't get why i am getting very jumpy readings and is putting me off pushing my machine. I have made no changes to bios/uefi!

Full system is
Asrock extreme3 990Fx
AMD 1055T Thuban 2.8-3.2 125W
XFX Radeon 5770
16GB dual channal 1600Mhz Ram
Alpine 750w PSU
Agilty 3 SSD 128GB
Seagate 320GB pipline HD

I assume you have AMD Cool n Quiet enabled and that AMD Overdrive is reporting the flucuating clock speed to the best of it's ablity, as it is still software which is not 100% accurate. If you want your clock speed to stay at a certain range(even stock) then you must disable Cool n Quiet so that it won't drop when idle.
