I should have said will the x2 550 bottleneck the new GPU I choose. Mainly since it'll give you a pretty good boost in perf. As for the 6950 vs 560 Ti. w/o overclocking the 6950 1GB and 2GB is roughly 8% better than the 560 Ti.
