BitLocker encrypted folder

Hello,
Hi,
I have a folder encrypted with BitLocker. I have reinstalled windows 7 and am trying to read or unencrypt the folder but it is never asking me for the key. It just says access denied. How do I install the key on the system or link the key to a user account?

no it;s off...
Basically i got a folder that's encrypted and i can't read it even though i got the encryption key

change owner permission .
-right click on folder/drive or file.
-click properties
-click security
-click Advanced
- Click Owner
- click Edit
-click Administrator or Administrator"S" or Use etc.
-click Apply

then do same to permission
-click change permission
- Untick "Include inheritable bla bla.."
-click remove
-click Add
-click Advanced
-click Find Now
-Click Administrator - S or User name
-Click OK
-Click OK
-Click OK
-DONE

-Check your drive, folder or file. it should be ok , can be use, working now.
