Difference between 2 RAMs

As the title says can someone explain to me in detail what's the difference and which is better (faster?) for a gaming pc between

CORSAIR CMX8GX3M2A1600C9 XMS3 8GB (2X4GB) PC3-12800 KIT

and

CORSAIR CMX8GX3M2A1600C11 XMS3 8GB (2X4GB) DDR3 1600MHZ PC3-12800 DUAL CHANNEL KIT

They've both got the same bandwidth, but the first one has lower latency timings, so it should be better. However, the fact that it's a little less expensive leaves me a little worried that there's something I'm missing, unless the first one is on sale.

nah it's not on sale and I suppose it's just ignorance of the store or something...still I saw they are both 1.65V so I'm going for this
