I would like to create policies on local user accounts to
prevent them from seeing what is on the start menu as
well as accessing certain programs on the computer.
Can this be done without using Active Directory?

yes, but is is some work to do.
you can check out gpedit.msc (if you are running pro) while logged on as
that specific local user.
then you could set the options needed.
it's a maintenance nightmare, but that's the deal.
