im using Siemens speed stream DSL Router. 4 computers are connected with this router. i want to set bandwidth speed for each computer so can anyone tell me with which program i can set fix bandwidth speed for each computer?

Additional Details
DSL router is (Siemens Speed Stream 6520 Series)for example one of computer user keep download most of time due to that other users unable to get good bandwidth so i want to set a fix amount of bandwidth for a specific user (ip address or port of DSL Router)

You can't do that in software unless you setup a proxy server on the network. You need to check the settings in the router or you need to replace it with one that has better controls. I don't know of a home router that will allow you to allocate bandwidth between computers, only for services and ports.
