The Hawk at Newegg is $160. The rebate "card" (not a check) won't help you pay for it - especially 8-12 weeks down the road. OP, you need to give us a maximum price.
I would recommend avoiding Cooler Master entirely. They are not a very good brand and the power supply is the last component you would want to go cheap on. Stick with quality manufacturers like Antec, Corsair, Seasonic, etc.

I also put a vote toward the GTX460 HAWK OC. Personally, I just bought this for myself. Should arrive today! A reasonable step up from my 5770 for my budget build. Now I'm putting my old 5770 in my son's new build!
I was going to provide a link to the deal I got, but its over now. I picked mine up for $115 after rebate! Can't wait to overclock this thing. All the reviews I've read can overclock this to within a few FPS of a 560TI!
The HD6850 and GTX 460 are basically equal in performance at reference speeds. At the prices you linked I would only bother with the GTX 460 if you plan on giving it a high overclock.
here in the uk a 6870 is only about £10 more than the 6850 if its the same in america id go for a 6870 if not the msi 460 hawk is probably your bbest bet

I would go for the Antec 500W if you never gonne sli or crossfire or having a gtx590 or something, it's enough. ANTEC BP500U 500WATTS CONTINUOUS POWER PSU or if you wanne save some electricity the ANTEC EA500D GREEN 500WATTS CONTINUOUS POWER
What resolution will you be using? At 1080p I would stick with an HD6850 or GTX 460. If you resolution is lower then tell us and we will recommend appropriate cards.
As for the PSU on the pages you linked I'd probably get the Antec BP500U or the FSP Blue Storm 500w.
Cooler Master ain't great, specially with the lower end models. Antec is good quality, so is Corsair, XFX and they all work with amd, certified or not.
Otherwise take the 600W version or something.
