PCI USB3 - Computer says No

I've installed a PCI USB3 card in my AMD and 5ish year old MOBO.

Without the card, everything works OK. With the card in, at switch on the PC doesn't boot past BIOS.

HDs and fans spin up, but nothing is shown on the screen, and there is no startup BEEP.

I've:
Tried two new PCI USB3 cards in that slot. They both did the same thing (it's possible to have two cards DOA, but it's unlikely).
Tried a PCI SATA card in the same slot, all worked OK.
Tested the PSU with a tester. AOK.

Any advice on troubleshooting?

Also, I posted a very similar thread already about this a few weeks ago, but can find no trace of it. I can't find my previous posts in my profile, I searched for my theonlyrick (my username) and got nothing. Ditto by searching for some likely words in my post. Where and how can I find it?
