Tiger Direct is currently having a sale on the MSI GeForce GT 520 N520GT-MD1GD3/LP Video Card - 1GB, GDDR3, PCI-Express 2.0 (x16), 1x Dual-Link DVI, 1x HDMI, 1x VGA, DirectX 11, Single-Slot Low Profile graphics card for a measly $20. I was thinking of upgrading from my current 512 MB GeForce 8600GT. Would it be worth it?

Gt250 for 50 sounds as a good deal. 1Gb version ? If it's 512 mb this is better for 30 bucks ; http://www.newegg.com/Product/Product.aspx?Item=N82E16814162044
You can also think about a 450 ; http://www.newegg.com/Product/Product.aspx?Item=N82E16814162062 , 60 dollar whith rebate. performance around the same or better. but the 450 has dx11 and runs cooler and is less powerhungry.
Don't know much about processor prices but if i compare it with this than no. But really don't know about that, maybe intel is more expensive, no clue what so ever.

I'd actually go for an AMD processor for loyalty reasons.
Screw you Intel :D
Yeah, it's the GT 250. I think I'll invest in a processor for now, the 8600 GT can run Deus Ex Human Revolution and Dead Island on medium settings actually. Goddamn single-core processor D:
