How to enable bluetooth on windows 7

I'M HAVING A PROBLEM WITH FINDING BLUETOOTH IN WINDOWS 7.IT'S NOT IN THE WIRELESS ASSISTANT OR CONTROL PANAL. I ACTUAL DID GET IT TO COME UP IN DEVICE MANAGER BUT IT HAD A YELLOW EXCLAMATION OVER IT AND THE ERROR CODE 10. I TRIED UPDATING IT AND IT SAID THAT IT WAS THE LATEST ONE, SO I DOWNLOADED THE REALTEK MOTORALA BC4BC8 ADAPTER AND THE DRIVER AND NOW I GET THE ERROR MESSAGE 'BLUETOOTH HARDWARE MUST BE SWITCHED ON TO RUN THIS SETUP PACKAGE...BUT I DON'T KNOW HOW TO TURN IT ON. I RESTARTED THE LAPTOP AND DID THE F10 THING AND I ENABLED IT IN THERE BUT STILL HAVING THE SAME ISSUE. EVERYTIME I USE THE DEVICE MANAGER IT WANTS ME TO INSTALL THE OLD ONE THAT SAYS ERROR 10, I TRIED LOCATING ANOTHER ONE BUT IT DOESN'T LIST ONE... I HAVE A COMPAQ ;PRESARIO CQ57-229WM LAPTOP RUNNING WINDOWS 7 HOME PREMUIM...PLEASE HELP ME AND THANK YOU
