Drop in CPU perfomance

Hey everyone!

I have a laptop with a 1.3Ghz Intel C2D, a GT335M GPU, 8 Gb ram etc. etc. All my drivers are up to date, I have done all my windows updates and yet my experience rating in windows experience has gone down a full point basically overnight. If it were only that I wouldn't mention in but I also notice it gets choked up quite a bit faster than it did a week ago. I haven't really made any changes except moving from VGA to HDMI for my secondary monitor. I've run CCleaner and MalwareBytes with no surprising results and my hardware diagnostics seem fine. Any idea as to what might be happening?

Nope, 1080 in either case. I have also tried running the computer without an external monitor, no change. I just checked HWiNFO32 and my clock speed is actually coming up at 925ish MHz instead of the 1.3GHz it should be running at. Any way to make it run at the proper speed.

How exactly would I go about doing that? I'm fairly tech savvy but I'm not sure if I would do that through BIOS or through GPU settings.

Moreover my temps seem fine. High thirties, low forties on CPU, mid forties on GPU.
