Parts Preferences: Open to suggestions. Don't know if I can get a 2500k in this price range.

You don't need more than one extra fan, if that.
Hyper 212 EVO. $6 more, significantly better, more OCing.
Just get a 955 on Amazon. The 970 isn't worth the extra $15; it's essentially the same. You won't be maxing the CPU, I think.

I haven't heard much about the OCZ PSU's. How are they for reliability?

The i3-2100's multiplier is locked isn't it? I'm not very experienced with overclocking would I be able to do much with it and would it be comparable to the phenom with stock clock?

OCZ's fine.
It would be better than the stock Phenom and roughly on par with or slightly better than the OCed one.

it beats phenom at stock in gaming
those OCZs are pretty decent
also going for 2100 will save u on cooler and u can use that money to get either better case like cm rc692 or fractal design arc midi
or higher wattage psu .. if u decide to cf/sli in the future
