Sure it can atleast For a gpu. If you install a pcie x16 3.0 or 2.0 card in a pcie 1.0 slot or a pcie 2.0 x8 or x4 slot the graphics card will be bottlenecked.

A motherboard with fewer power phases can certainly restrict your overclocking ability. For example, while the low-end MSI Z77A-G41 and the mid-range Gigabyte GA-Z77X-UD3H are both equipped with the Z77 chipset, the MSI model's 3+1+1 power phases aren't going to get you nearly as far as the Gigabyte model's 6+2+1. And that's not even getting into the high-end boards!
