Best HeadSet for the $

What is the best headset based of these specifications?
- 7.1 Surround
- High Quality Microphone
- High Quality Sound
- High Quality Headset build
- Ear muffs that go around the ear, not on top. (Turtle Beach Z6a has the ones I like)
- Not too expensive

I want it for gaming mostly, but I want it for every use on the computer such as music, videos, and online stuff. It has to be PC compatible and I would prefer 3.5mm jacks but USB is okay too.

Razer Tiamat is the only head set that uses five 3.5mm jacks for true 7.1... all others use USB and software to do virtual 7.1
