How to troubleshoot i/o ports in a motherboard

Hello,
my i/o ports dont work at all, no power, nothing in keyboars or mouse, no bios hence.
help

does the windows splash screen show up or the bios splash screen?? if not then your looking at a power issue with the mb. if the system power on by has a error of not seeing the keyboard and mouse. could be a bad usb device hanging the mb or the usb ports on the mb are burnt out. i would try another keyboard and unplug every other usb device and see if the pc will post with just the keyboard.
