System for Powerdirector 10 and High Definition Rendering

Hi,
I am planning on building a new computer,My main goal in this new build is to be able to render one hour of high definition video in less of 45 minutes.I have been thinking on building a work station using 2x xeons 5650 processors or maybe one Intel Core i7-3960X Extreme Edition if is enough to achieve my goal.
The software I'm using is the powerdirector 10 64bit- and at this moment it takes me more than 4 hours just to render 1 hour of high definition video on a system with intel core 2 duo e8500.

My budget is $2500 to $4000, any advice will be very helpful.

I record Preachers in my church and the dvd must be ready the same day.

Thank for your fast recommendation.Are you sure the recommended specification will render one hour of high definition video in 30mins or 45 mins using powerdirector 9 or 10?

Actually no I am not sure, but if it won't then it wouldn't be very far behind. The hardware doesn't get much better without spending a lot more money. Dual 5650's would be faster, but the 3930k overclocked safely to 4.5~GHz is a powerhouse as well (at a fourth the cost). 16GB of fast memory is plenty. The SSD has great read / write times, but you could upgrade to something like a RevoDrive for better speeds. You may want to hit the PowerDirectory forums and ask about a GPU. You may get a recommendation for a GTX 580 or other GPU.

Let's suppose I give you $4000 to build a fast system.And you have to spent all the $4000 dollar.What system you would build thinking in the goal to render one high definition video in 45 minutes or less.?
