How set delay time for tooltip to appear?

How do I set a value for the delay time which ovvurs before a tooltip
appears?

TweakUIXP can change the amount of time before a mouse "hover" is detected
but this does not seem to apply to other areas where tooltips are found
like tabs on the taskbar, icons in the notification area, entries in
Win Explorer's list view, etc.

Kelly, are ballon tips the same thing as tooltips?

Can you advise how to change the actual value(s) of the delay? it seems to
be in some coded format.
