Your CPU is overheating and you want to add a videocard? Adding a videocard isn't going to do anything. If anything it's just going to add more heat to the computer. No thermal paste on the CPU?..wow no wonder it's overheating. Take the fan/heatsink and dust it out with compressed air cans. If other hardware is really dusty dust out everything. Apply thermal paste and re-attach the heatsink anc then tell us how it is.

IIRC the pentium D's were notorious for running hot. What I would do maybe see if you can get a better cooler than your stock one (though might be hard to find one for that socket, i forget which they used.)

If anything, definitely get some freakin thermal paste on there, most work about the exact same, it costs only a few bucks too I think. Have you checked the heatsink out? like someone else suggested, clean it out good, that dust get super caked in there and can cause some major heat issues.

How well is the rest of your case ventilated as well? clean off those fans along with the cpu fan.

Pentium 4's and Pentium D's are already known for running hot, even at idle. No no it's never a good idea to run any processor without any thermal pasts especially when they run hot ideling.
