I don't know what your budget might be but you could get this prebuilt for $550 and it would be good for what you want it for. Unless you want to build a Pc , then you could give a budget amount to work with and if you need everything including a monitor , mouse , keyboard , speakers.

I could show you an amazing $4000 pc or a good $600 one but don't know what you want for sure. Please fill this out.

I have built buget PC's before and they come to about $500 without a graphics card then you can save for a better GPU in the future. This includes the operating system and the keyboard , mouse everything except screen. They are about $600 before rebates and I have put in a $50 GPU in one for a total of $480 after rebates because a fancy GPU wasn't needed by the person I built it for.

Your budget of $150 to $170 is unrealistic the parts that you buy with that budget will be extremely low quality and not guarenteed to work for very long . I do understand that you want something just for web surfing and other low impact things but your budget is just too low.

AMD Athlon II X2 250 Regor 3.0GHz Socket AM3 65W Dual-Core Desktop Processor ADX250OCGMBOX

SAPPHIRE 100292DDR3L Radeon HD 5450 1GB 64-bit DDR3 PCI Express 2.1 x16 HDCP Ready Low Profile Ready Video Card
$34.99 and a $15 rebate makes it $19.99

HITACHI HDS721050CLA362 (0F10381) 500GB 7200 RPM 16MB Cache SATA 3.0Gb/s 3.5" Internal Hard Drive -Bare Drive

APEX SK-393-C Black Steel ATX Mid Tower Computer Case
$19.99

The total for this build is $221.95 after rebates and this is as low as I can possibly see a build be and you will have to use the ram and psu that you have. One thing that hurts here is the hdd prices , $79.99 is as low as there is right now unless you can find one somewhere for less. This does not include a dvd drive , keyboard and mouse , so you can see why your budget is unrealisitic.
