Is my graphics card holding back my computer?

Hello! :)

So I have a Hp Pavillion http://www.techbuy.com.au/p/150005/HP/VT661AA.asp

It can only play Black Ops on lowest settings and lowest res and I was just wondering if the ATI HD Radeon 5450 it has is holding it back, because I heard that graphics card isn't for gaming. The processor and ram looks good enough, but I'm no expert in this area.

If it is holding my PC back can anyone recommend a better graphics card for me to buy and replace it with?

Thank you

no that i know your budget/resolution, im going to recommend
Power supply: http://www.newegg.com/Product/Product.aspx?Item=N82E168... 49.99 w/rebate
GPU: http://www.newegg.com/Product/Product.aspx?Item=N82E168... 109.99 w/rebate
at your resolution, this should play everything very well
