My power supply may be dead on arrival??

Im a first time builder. Ive order several of the parts and the first two I've recieved was the case and power supply. Reading over the reviews, in tha past some buyers have recieved there power supplies DOA (dead on arrival). The fans not running nor the LED light is turning on when I plug it into the wall by itself. Does that mean its Dead?? Or does the Power Supply need to be installed with the other components before im sure??

And I NEVER advise the paperclip trick as so many users will try the clip in ANY pair and blow the PSU....
