Hoirizontal refresh lines running up screen while gaming

I have a Radeon HD 6870 gpu, and a Hanns-G 22" 60hz monitor. When playing most games there are some noticeable refresh lines running up the screen whenever I move or turn the camera. I've also noticed jerky/stuttery camera movement when playing 3rd person games like Sims 3. The only games that I haven't had any problems with are Crysis 2 (probably because of the motion blur) and dead space 2, but it's a huge problem with large world rpgs like borderlands and rage. I have Vsync forced in the graphic card control panel but this doesn't help at all. When I run fraps it shows the fps at 62, and I think that it should be running at 60 to match my monitors refresh rate. I tried using refreshlocker to force my monitors refresh rate to 62hz but this didn't work either. I tried using 3 different monitors and had the exact same problem with all of them. It really bothers me that I can't have a smooth gameplay experience. PLEASE HELP! :(
