Cooler Master Hyper 212+ buzzing noise

I installed the CM hyper 212+ two days ago and I noticed that when the fan is in range of 1300 rpm - 1400 rpm, there's buzzing noise. The buzzing noise is gone when the fan is outside of that RPM range. (Higher or lower) The sound is not that loud, but it's kind of annoying when it does that.

Is this how it's supposed to be, or do i need to add lubricant or something?

Did you install the rubber pads onto the fan mounts so its not hitting the metal cooler?

ahhhh no..... That's what they are for? I'm stupid.

I just checked my fan, and the rubber pads are already there, but I noticed that one of the plastic part that covers over the blades is completely chipped in half. I will go get a replacement.
