My new build spec:
i7 3770k
Asus HD Radeon 7870
Crucial 512Gb SSD
No motherboard yet

Help me choose one from the list below please. I plan on overclocking my cpu and possibly gpu slightly but will have to see once I finish my build to be sure.

CORSAIR Vengeance LP 16GB
DDR3 1600 (PC3 12800)
Timing 10-10-10-27
Cas Latency 10
Voltage 1.5V

G.SKILL Sniper Gaming Series 16GB
DDR3 1866 (PC3 14900)
Timing 10-11-10-30
Cas Latency 10
Voltage 1.5V

CORSAIR XMS 16GB
DDR3 1333
Timing 9-9-9-24
Cas Latency 9
Voltage 1.5V

If you have a large cooler i'd get the corsair low profile ram and if it's cheaper.
If the sniper ram is cheaper get that one.

They are all similarly priced but Corsair Vengeance is about $5 cheaper.

I plan on overclocking within a safe and stable boundaries. Which one would be better?

Any of those two, you won't notice a difference in performance, if the corsair vengeance is cheaper, get that one.

i7 3770k spec sheet reads that it only supports 1333 and 1600. Is that true? Does that mean I can't use higher speeds? Why does a high-end cpu like i7 3770k only support those low speeds?

Like i said you wont notice any difference in performance past that.
So 1600 mhz is what you need, it will not bottleneck the i7, the other important thing are the gpu and a ssd.
