Volume Options slow initialization

Hello everyone. I've been experiencing an issue with the Volume Options menu (right click on the speaker in the lower right-hand corner and click either Playback Devices or Recording Devices). When I do this, it takes 5-20 seconds for the menu to pop up, which is pretty annoying when I was to switch from my headset to my speakers or vise verse. If anyone has a clue on how to fix this without reinstalling Windows (again), that'd be wonderful. Thank you.

BUMP! This is also happening to me. Windows 8 Professional, 2 x Intel Xeon E5620 @ 2.4HGz (2 Processors, 16 Cores), 48GB Ram. I had zero issues running Windows 7. CPU & Disk are not maxed out or working hard.
