Fan speed drops when cpu usage goes up

I have an interesting issue, my fan speed seems to take a dive from ~2000 rpms to as low as 1600rpms everytime my processor usage jumps, it ->seems<- to slowly regain it's RPM's but of course increased cpu usage with dropping rpms does nothing good for my cpu temps.

Below are all the relevant specs.

GlacialTech igloo 5073
CPU Pentium D820 Smithfield 2.8Ghz (3.4Ghz OC)
Biostar G41D3+ Motherboard
Apevia ATX-TL450W-BK Powersupply

Hey, thanks for the reply, I went into the bios and disabled it just to be sure, but it is a 3 pin fan connector so I don't think it has the ability to throttle itself just power supply and rpms.
