How control intel i3-2100 processor temprature below the 90 c

Hello,
I am facing problem with my system intel processor which shows high temprature above than 90 % when I am powerup the system. Pls help me how to resolve this issue.

fit the heatsink CORRECTLY by following the instructions

If the system has been used for a while, dust may have built up in the heatsink fins as well. Intel's(I guess so do any, Intel's just seems to get hit harder) heatsink is very bad once it gets dusty, I remember my friend reaching over 100c from dust alone.
