Strange motherboard problem

Hello,
i just installed a new motherboard, CPU, RAM, and Video card. everything seems to have power on the motherboard, and i cant smell any burning smell......but i am having two pretty big problems.

1. monitor wont turn on. I've tried hooking it to my new video card, and using the integrated graphics card on the motherboard as well, still nothing

2. any external devices i plug into my computer gets a brief amount of power before it turns off. my mouse lights up it's little LED on it, then it goes away.....

i cant hear much work from the HDD, and i'm wondering if its an older hard drive (5 years about) would using the newer cables not work with my old hard drive?? that's what i'm trying now but any other suggestions would be really helpful. thanks

My motherboard has an 8 pin connector and my motherboard has a 4 pin connector. That shouldn't affect anything right??
