CPU upgrade problems

I have an e-machine W3506 whose fan runs all the time despite vacuuming the fan. Any suggestions? If it needs replaced, what would you suggest?

I'm not sure what you're asking to be honest. What do you mean that the fan runs all the time despite vacuuming the fan? Any PC fan should be running all the time.
