I need help with this issue my dell vostro 1510 will not turn on all the way after I detached and re attached the bios cable on the mother board

Which cable (BIOS resides inside a soldered-on chip normally)? Any why were you fiddling with a laptop motherboard?

It is a black and red cable attached to the mother board . I read that it would be the only way to delete my bios password. Help please
