Binary sound emissions?

I'm getting weird feedback on my speakers and it kind of sounds like binary code (kind of like you hear on internet connections only quieter).

I seems to only be doing it when my computer drops back down to idle and isn't doing it while it's under load. I also recently changed my CPU from the Intel pentium E2160 to the Core 2 duo E6700 and it started around the same time.

Check if Line In and Mic are mute from Volume Control under the 'Recording' volume controls. If they are not mute you may get some static from there.
