Can I leave ram slots empty?

Weird question I know but I'm building a new pc the motherboard has 4 slots for memory sticks. Is it ok if i install only 2 and leave 2 slots empty or do I have to fill in all 4 slots? Reason is simple. 2x 8gb is cheaper then 4x 4gb and if I would want to double up my ram down the road I could just simply buy 2 more stix of the same ones i already have.
