2133 or 1600 memory?

Hey everyone, hello from San Diego.
Building a gamer for BF3, COD2, ect. Planning on a light OC.

If I buy 8GB Corsair Vengeance 2133 memory with Timings of 9-11-10-30,

but choose to run it at 1600,
can I run the same Timings of 7-8-8-24 like this memory?

Not having OC'd before, this is my last decision choice for my build.

+1 For this it's the smartest thing to do save your self some cash and over clock it your self i have 1600mhz corsair value ram and i had it on another system wich i ran it @ 1800mhz 24/7 stable and fast also if your not planning on a heavy over clock you may not even be able to get to 2000mhz+ on a smallish oc. :)
