Is my 6950 DOA?

Just built a new rig, and am using a Sapphire Radeon HD 6950 2GB Dirt3 edition. When I try to boot my PC, the whole thing turns on (it lights up and fans start spinning) and the fans on the video card even spin (so clearly it has power) but there is no video signal to the monitor. I tried taking the video card out, and then it boots up fine, presumably off the integrated graphics on my i5-2500k.
So is my card DOA? Should I return it and get a new one? Or is it another problem? Thanks guys.

Ah, gotcha. Seems like you've got your DVI or HDMI cable plugged into the motherboard instead of into the 6950. Using a card disables the motherboard's video outputs. Plug into the card and report back
