No post beep or monitor output

Hello,
I just built my new computer but am having a few troubles. I took it to a computer tech just a few minutes ago and he said its probably the motherboard. But I want a second opinion.

Everything is wired all fans spin, everything is in properly. The problem is It powers up and stays on but has no post beep and is sending no feed to the monitor. We tested another card and it has the same output. nothing. It has 3 beeps when the ram is out so it does beep. There are no bad capaciters or burn marks on the board.

We even reset bios and got nothing.
