No customize tab in Display in Control Panel

Archived from groups: microsoft.public.windowsxp.customize (More info?)

How do I add the Customize tab to display in the contol
panel? There is an empty tab there. I want to access "the
unused desktop file to store those icons on my desktop
that are not being used. Have not been able to figure how
to store unused icons on the desktop.

Appreciate any suggestions.
