Memory issue! (boots with 4gb but not with 8 gb)

Alright so here I am in this perfect little world: new computer build running fine until a few months in, I start getting random blue screens saying something about memory. So then I take my ram out (2x4gb sticks of Mushkin) and put it back in, hoping that will fix everything: it doesn't. The computer then starts acting like it's going to boot (fans and lights turn on) for a second, then resets, doing the whole thing over again. If I don't press the power button, it will do this perpetually.

So then I take out a stick of ram, and it boots up and works fine, no errors to speak of. Both sticks are good as I tried them separately and even bought some new ram (2x4gb Kingston Hyper X) and had similar problems. Does anyone know what this might be? I read somewhere it might be a voltage issue, or something with the PSU? Also something to note, I'm using this on the 2 and 4 ram slots, I cannot get to my '1' slot because my CPU fan is in the way. Any help is much appreciated!
