Depends on your requirements. Netgear will be cheaper, Cisco will be more feature rich and robust by far, but you will pay for it. Netgear is more targeted towards small businesses and home users. Cisco is more for medium to large enterprises. Typically, you are going to have to have Cisco hardware in place to deploy a Cisco VPN, and then depending on the VPN type, you may also have to purchase licenses from Cisco. The Cisco VPN may also require more work in setting up due to the ammount of features and options. Netgear will most likely be more cookie cutter and quicker/easier because of the target audience.
