Please recommend a cheap non-gaming PC express 1.0 x16 VGA graphics card for a 250 power supply that is also low profile, for under $60.

30 bucks. Fanless to boot and should definately fit with your 250w PSU.

Yep that's a good one.

Although I should mention that "low profile" has 2 meanings. While the above linked 5450 is technically low profile, it has a standard size mounting bracket. Sometimes you need a smaller one than that, but it's hard to find.
