My Dell desktop CPU cooling device has exceeded a non-critical threshold keep poping up after changing the fauty fan.

Did you remove the heatsink or just change the fan ?
was the replacement fan a Dell Part ?
does the power connector for the fan have the same number of wires as the original ? (3 or 4)
On many Dell PC's the cooling fan is not directly attached to the heatsink but to the rear of the case
more details would help including the case type (at least 3 different size/styles exist)
