Can the asus p8h77-m overclock?

i have this motherboard and it allows me to change the bus speed and the multiplier and cpu voltages, does this mean i can overclock an i7 3770k? or should i upgrade the motherboard i'm having it sent back to upgrade to the 3770k (it's free). i'm not too concerned about sli/crossfire capability because i'll be getting a 7950 and oc'ing it so it should suffice for some time.

What are the main selling points of paying extra for the asrock extreme 4 over the asus p8h77-m and is it worth it?
or is there a good z77 that can oc well for an inbetween

i looked into the bios more and the multiplier is capped at 35 :/ any good cheap and cheerful z77's to oc or will i have to get the extreme 4 atleast to hit 4.5ghz? i'm going to overclock after i get a water cooler something like the h60
